Abstract

Objectives: The achievement of UHC (Universal Health Coverage) has attracted WHO's attention, especially in developing countries like Indonesia. JKN-KIS participants in Indonesia currently reach 83%, while in Bali Province by 2022 it has reached 98.01%. As many as 1.8% of Balinese people who are not registered for JKN-KIS are workers under the auspices of micro-scale companies and community groups who use other insurance and do not want to use JKN.
Methods: The author conducted observations and discussions in analyzing the development of UHC in Bali Province which was conducted at the Bali Provincial Health Office. The analysis was conducted descriptively.
Results: Based on observations made at the Bali Provincial Health Office, they received an explanation of the various efforts that have been made by the Bali Provincial Government. The Krama Bali Sejahtera Program is an effort by the Bali Provincial Government to increase the achievement of UHC by providing health insurance to all Balinese people and providing additional health services outside the benefit packages guaranteed by JKN-KIS. Efforts to accelerate the achievement of UHC are not only the task of the government, but require support from all private parties, including. The government's difficult task besides increasing the achievement of UHC is to improve the quality of JKN services.
Conclusions: Acceleration efforts in accelerating the achievement of UHC cannot be done by the government alone. All parties, both private and government, must participate in improving the achievement of UHC. The difficult task for the government in addition to improving the achievement of UHC is also to improve the quality of services in the health sector, both infrastructure and medical personnel as well as equal access to health for the community. Because achieving UHC will be meaningless when health services do not improve.
